§01Regulatory overview

The Ecodesign for Sustainable Products Regulation (ESPR), Regulation (EU) 2024/1781, was adopted on 13 June 2024 and entered into force on 18 July 2024. ESPR establishes the framework for the Digital Product Passport across all product categories listed in the Commission's working plan, with category-specific requirements set by delegated acts.

The textile delegated act is the top priority of the ESPR 2025–2030 Working Plan — €78 bn of the EU's €142 bn textile and footwear market, with significant lifecycle environmental footprint. As of 2026-05-25, the textile delegated act is in pre-consultation stage. Effective date and detailed requirements will be confirmed by the delegated act adoption (indicatively late 2026 to early 2027).

§05Implementation notes
  • Anticipated scope (subject to delegated-act adoption): fibre composition per garment component, recycled content, durability indicators, repairability score, environmental footprint, presence of substances of concern, instructions for end-of-life routes.
  • Likely interaction with the existing EU textile labelling regulation (1007/2011) — that surface remains operational and the DPP will add to, not replace, current label obligations.
  • Operators in scope: producers, importers, and EU authorised representatives of regulated textile articles placed on the EU market.
  • Schema build will commence once the delegated act enters consultation. Operators wishing to participate in the platform's pre-launch beta should subscribe to module updates below.
§06Module state

Module state: PLANNED. The Textiles module is not yet available — the relevant ESPR delegated act has not been adopted. The platform tracks the regulatory text via the regulation-monitor agent and the bulletin; the module will switch to BETA on delegated-act adoption.
