A single record of the regulatory milestones that decide when a digital product passport is required, and for what. Each entry is labelled with its own status rather than a general sense of direction, so a milestone that is settled reads differently from one that is expected.

Every entry links the instrument or publication it was read from, and carries the date that source was last checked. Entries are refreshed by re-reading the source, not by restating it.

    Article 77(9) required the Commission to adopt implementing acts specifying which persons are to be considered persons with a legitimate interest by 18 August 2026. That statutory deadline passed without adoption; the Commission's Digital Product Passport timeline signals Q4 2026.

    Battery recycled-content methodology act overdue

    Regulation (EU) 2023/1542, Article 8

    Article 8 required the Commission to adopt, by 18 August 2026, the delegated act establishing the methodology for calculating and verifying the recycled cobalt, lithium, nickel and lead shares. August closed with the act still in draft. The Annex XIII 1(e) recycled-content shares in the battery passport are marked not to be filled as of February 2027 and apply in line with Article 8 and this act, so the passport obligation itself is unaffected.

    The CPR recast is in force from 7 January 2025 and applicable from 8 January 2026. The construction digital product passport obligation begins 18 months after the entry into force of the Article 75(1) delegated act, which is not adopted.
